No, you cannot legally install your own gas boiler in England unless you are a Gas Safe registered engineer qualified for that work. And no registered engineer may knowingly sign off gas work carried out by somebody who is not registered — HSE says both people can be prosecuted for it. Registration has to be in place while the work is done, so there is no later signature, test or certificate that makes a DIY installation lawful. A separate duty applies as well: in England a replacement boiler must be notified to building control, which a registered installer can do through a competent person scheme.
Can you install your own boiler in England, or must a Gas Safe registered engineer do it?
Gas work on a boiler in England may only be carried out by a Gas Safe registered engineer who holds the right work category for that appliance. Regulation 3 of the Gas Safety (Installation and Use) Regulations 1998 as amended says that no person shall carry out work on a gas fitting unless competent to do so. The same regulation requires employers and self-employed people to belong to a class of persons approved by the Health and Safety Executive. The scheme HSE approved for that purpose is the Gas Safe Register.
Fitting your own boiler is not a grey area. HSE states that work on gas fittings in a home must be done by a registered engineer qualified for that work, and that it is illegal for anyone else. Gas Safe Register took over from CORGI on 1 April 2009 under contract to HSE. Registration is a legal status with a defined scope, not a badge a business gives itself.
- Connecting or disconnecting the gas supply to the appliance
- Any work on the flue, which carries the combustion gases outside
- Opening the boiler casing and working on the components inside
- Commissioning the boiler, meaning the checks and settings that bring it safely into use
Why no Gas Safe registered engineer can sign off a boiler you fitted yourself
HSE states that a Gas Safe registered engineer must not knowingly sign off gas work carried out by an unregistered person. Where that happens, both people can be prosecuted: the registered engineer and the person who did the work. So there is no later inspection, test or signature that converts a DIY boiler installation into a legal one.
Registration has to exist at the moment the work is done. It cannot be added afterwards. Self-certification under a competent person scheme covers the work the registered installer carried out, so it cannot be stretched to cover a boiler that somebody else fitted.
What a householder can arrange is a Gas Safe registered engineer to inspect the installation and quote for the work needed to put it right. In practical terms that often means removing the appliance and installing it again properly. The engineer decides what is safe, not the person who wants the paperwork.
Signing off a DIY boiler does not exist in England. HSE is explicit that a registered engineer must not knowingly sign off gas work done by an unregistered person, and that both parties can be prosecuted.
Boiler fitted by a Gas Safe registered engineer, or fitted by you or an unregistered person: what differs
Both routes to a new boiler can look similar on the day and differ completely on paper. The comparison below sets out what changes in England, from the legality of the gas work to the manufacturer's warranty.
| Criterion | Gas Safe registered engineer fits it | You or an unregistered person fits it |
|---|---|---|
| Legality of the gas work | Permitted under Regulation 3 of the Gas Safety (Installation and Use) Regulations 1998 as amended | Illegal gas work; HSE prosecutes unregistered fitters and reports a surge in such cases |
| Certifying it afterwards | The installer self-certifies the work they carried out themselves | No registered engineer may knowingly sign off work done by an unregistered person |
| Building control in England | Notified to the local authority through a competent person scheme by the installer | You apply to building control yourself with a building notice or full plans, and pay a fee |
| Manufacturer warranty | Commissioning checklist completed at handover, as the published guarantee terms require | Published terms require a registered engineer, so cover can be refused |
| When you sell the home | Building regulations compliance certificate on file for the buyer's solicitor | Missing certificate shows up in the buyer's solicitor enquiries |
Does a replacement boiler have to be notified to building control in England?
Yes. A new or replacement boiler is notifiable building work in England, and it must be notified to a building control body unless the installer is registered with a competent person scheme. Gas Safe Register is one of the authorised schemes for heating and hot water work. A registered installer certifies that the work meets the building regulations, tells the local authority, and a certificate is issued within eight weeks of completion.
Without a scheme member doing the work, the notification falls to you. That means a building notice or a full plans application, a fee, and inspection by building control. Where a boiler was never notified at all, the route is regularisation, which we cover in boiler not notified to building control. This is a separate duty from gas safety law, and it also hangs on who did the work.
Will a manufacturer's warranty still apply if you install the boiler yourself?
Manufacturers' published guarantee terms require installation and commissioning by a Gas Safe registered engineer. Glow-worm, for example, sets out registration of the guarantee within a set period after installation, a fully completed commissioning checklist, and annual servicing by a competent person. Baxi and Ideal Heating both publish the Benchmark commissioning checklist, which sits at the back of the appliance manual with the service record.
The completed Benchmark checklist is the documented evidence that the boiler was installed by a registered engineer and in line with the building regulations. It is filled in at commissioning, in front of you, and it cannot be completed retrospectively. Viessmann likewise ties the later years of its warranty to product registration and annual servicing. A self-fitted boiler therefore loses the warranty as well as the legal footing.
What paperwork should you end up with after a boiler installation?
A legally installed boiler produces three pieces of paper, and none of them can be issued by somebody who did not do the work. Worcester Bosch explains that Gas Safe registered businesses must notify the installation to the local authority and should hand over a building regulations certificate, with the Gas Safe certificate following after the installation.
- The building regulations compliance certificate, confirming the work was notified in England
- The completed Benchmark commissioning checklist in the appliance manual, with the service record
- Warranty registration with the manufacturer, in your name
- A landlord gas safety record (CP12) as well, if the property is let
Which document does what is a common muddle, because a gas safety record and a building regulations certificate prove different things. Our guide to the boiler installation certificate sets out which one you are holding.
What can you check on your own boiler without being Gas Safe registered?
Four things are safely within a householder's reach, and none of them involve gas, the flue or the inside of the boiler. You can read the pressure gauge, change the thermostat and programmer settings, press the reset button, and bleed radiators. HSE advises home owners to have gas appliances, flues and pipework installed, serviced and checked by a registered engineer.
- Boiler pressure on the gauge, and topping up where the manual allows it
- Thermostat and programmer settings, including times and target temperature
- The reset button after a lockout
- Bleeding radiators that are cold at the top
Anything beyond that list, including the flue, seals, condensate inside the appliance and opening the casing, is work for a Gas Safe registered engineer. Our guide on what to check when a boiler stops walks through the safe checks first. If you are planning a replacement rather than a repair, you can book a free home survey and a written fixed price for a new boiler installation.
