No — replacing a boiler does not mean replacing your radiators. Sound radiators that heat their rooms can stay exactly where they are, and Ideal Heating describes changing them during a combi upgrade as optional, largely a matter of looks. What does need attention is the water inside them. Before a new boiler goes on, the system should be cleaned, flushed, dosed with a corrosion inhibitor and fitted with a filter. Individual radiators get replaced for their own reasons: a leak, rust, or a panel too small for the room.
Do you need new radiators when you replace the boiler?
No. Existing radiators stay in place during most boiler replacements, provided they are sound and still heating their rooms. Ideal Heating treats replacing radiators as part of a combi upgrade as an optional, cosmetic choice rather than a technical requirement. The manufacturer's advice points to cleaning the system instead.
A radiator counts as sound when it has no leaks, no rust around the valves or seams, and warms fairly evenly across the panel. Age alone is not a fault. A twenty-year-old steel panel radiator full of clean, inhibited water will still give out heat.
A new boiler does not push out your radiators. Three things do: a leaking or corroded panel, a radiator too small for the room, or a plan to run the boiler at permanently low flow temperatures.
When should a radiator be replaced rather than kept?
Replace a radiator when it has failed as a component, not because the boiler is new. Vaillant lists the signs that point to replacement rather than repair:
- Leaks — small ones can sometimes be sealed, larger ones mean the radiator comes off the wall
- Visible corrosion or rust on the body or around the valve connections
- Repeated performance problems that survive cleaning and bleeding
- Cold spots that stay cold after the system has been flushed
- Unusual noises from the radiator itself
Rust on the outside of a radiator can signal a pinhole leak, according to Viessmann, where water has been weeping slowly enough to evaporate. One rusty radiator does not condemn the rest. It is normal to swap a single failed panel during a boiler replacement and leave the other seven alone.
A radiator cold at the bottom means sludge, not a worn-out radiator
Warm at the top and cold at the bottom is the classic sign of sludge, not of a radiator that needs replacing. Sludge is iron oxide debris — rust particles carried around by the system water. It settles in the bottom of each panel and blocks the lower waterways, so hot water only flows across the top.
Ideal Heating and Worcester Bosch both describe this pattern the same way, and the answer is cleaning the system rather than buying new panels. Glow-worm notes that a corrosion inhibitor slows the chemical reactions that create those iron oxides in the first place.

Cleaning, inhibitor and a filter matter more than new radiators
Clean system water protects a new boiler far more than new radiators do. Worcester Bosch states that all heating and primary circuits should be thoroughly cleaned and flushed before a new appliance is installed, then dosed with a suitable inhibitor against limescale and corrosion. An inhibitor is a chemical added to the water that slows rust forming inside steel radiators.
BS 7593:2019, the code of practice for preparing and maintaining domestic heating water, sets out that sequence: flush, clean, inhibit, and fit an in-line filter. Ideal Heating explains that this has been folded into the Part L guidance in England, so it moved from best practice to requirement. Several manufacturers also reference BS 7593 compliance in their warranty terms, which means skipping the clean can put the appliance guarantee at risk.
A magnetic filter sits on the pipework and catches iron debris before it reaches the boiler. Baxi describes fitting one at boiler replacement as best practice, alongside cleaning and chemically treating the system. The filter is emptied and cleaned at each annual service, and the inhibitor level is checked at the same time.
Will your old radiators cope with a lower boiler flow temperature?
Lower flow temperatures are the real reason this question comes up. A condensing boiler recovers more heat when the water returning from the radiators is cool. Viessmann states that running below 50°C flow can be up to 10% more efficient than high-temperature operation, and that above roughly 70°C the boiler will not condense at all. Vaillant recommends a heating flow setting of 60–70°C for a combi.
Any judgement about radiator size starts with a heat loss calculation — a room-by-room sum of how much heat each room needs. Worcester Bosch describes this as the starting point for checking whether existing emitters are correctly sized. Approved Document L, Volume 1 (2021 edition incorporating 2023 amendments, England) includes sizing heat emitters to a 55°C design flow temperature.
Radiator output varies enormously by type. A panel is the flat heated face; a convector is the fins welded to the back that increase surface area. Viessmann gives around 1,058 W per square metre for a single panel with no fins — the type found in many older houses. Run a system at 50°C instead of 75°C and one undersized panel in a cold north-facing room becomes obvious, while the rest of the house is fine.
What the rules in England require when a boiler is replaced
Nothing in the regulations for England forces you to change radiators when a boiler is replaced. The duties fall on the appliance, the controls and who does the work.
- Gas work in a home may only be carried out by a Gas Safe registered business and engineer, under the Gas Safety (Installation and Use) Regulations 1998 as amended. HSE states that anything else is illegal, and registered engineers carry an ID card showing what they are qualified to do and until when.
- Boiler Plus has applied in England since 6 April 2018. Every boiler installed in an existing dwelling needs time and temperature control with a boiler interlock, and a new gas boiler must be at least 92% ErP efficient, plus one additional energy-efficiency measure.
- Approved Document L, Volume 1 covers dwellings in England, including the case where a boiler or cylinder is replaced in an existing system. A 2026 edition for England has now been published.
- After the work, the household receives a Building Regulations compliance certificate along with installation, commissioning and user documents.
Controls are the part people are most often surprised by. Thermostatic radiator valves or a programmer and room thermostat may need adding, but the radiators themselves usually stay.
Radiators cooler than expected after a new boiler: what to check
Cooler radiators after a boiler replacement usually point to settings or balancing, not to radiators that need replacing. Four things are safe for you to check yourself:
- Boiler pressure on the gauge — Worcester Bosch gives a normal range of 1 to 2 bar, with around 1.5 bar as a target when the system is cold
- Thermostat and programmer settings — heating on, not in summer or hot-water-only mode, and the flow temperature set sensibly
- The reset button, if the boiler is showing a fault code
- Bleeding a radiator that is cold at the top, which releases trapped air
Balancing is the engineer's job and the most common fix. Lockshield valves are adjusted so each radiator takes its fair share of flow, instead of the nearest ones taking it all. Viessmann puts the potential efficiency gain from balanced radiators at up to 15%. Anything behind the boiler casing, or involving gas or the flue, is work for a Gas Safe registered engineer — never a DIY check.
