Registered means three different things once a boiler is in, and each one is held by a different party. Check the building regulations compliance certificate for the installation, the manufacturer warranty registration for the appliance, and, in a let property, the gas safety record for the annual check. Work out which of the three is missing first, because the people you ask are not the same.
What does it mean for a boiler to be registered?
A registered boiler can mean one of three separate records, and only one of them is a legal notification of the installation. People use the same word for all three, which is why answers from friends and forums rarely match. Sorting out which record you are chasing saves a long round of phone calls.
- Building regulations compliance certificate: evidence that the installation was notified, issued through the competent person scheme your installer belongs to.
- Manufacturer warranty registration: the appliance logged with the maker, such as Worcester Bosch, Vaillant, Ideal, Baxi, Glow-worm or Viessmann, so the guarantee runs for its stated term.
- Landlord gas safety record: evidence that appliances in a let property were checked, which is not a registration of the boiler at all.
If you are holding a piece of paper and are not sure which of the three it is, the guide on boiler certificate check runs through the documents side by side. Each record has its own issuer, its own timing and its own route for a replacement copy.
A boiler fitted correctly by a Gas Safe registered engineer can still have no warranty registration against it. The notification of the work and the registration of the guarantee are separate acts, and neither one stands in for the other.
Building regulations certificate or manufacturer warranty registration: which record are you missing?
The two records people most often mix up are the building regulations compliance certificate and the manufacturer warranty registration. One concerns the installation and the local authority, the other concerns the appliance and the maker.
| Criterion | Building regulations compliance certificate | Manufacturer warranty registration |
|---|---|---|
| What it shows | The installation was notified to the local authority through a competent person scheme. | The appliance is recorded with the manufacturer so the guarantee runs for its stated term. |
| Who deals with it | The registered installer, directly or through the scheme operator they belong to. | The installer or the owner, through the manufacturer's own registration route. |
| Timing | Regulation 20 of the Building Regulations 2010 sets 30 days from completion of the work. | Manufacturers commonly ask for registration within 30 days of installation. |
| Where to chase it | The scheme operator the installer is registered with, or local authority building control. | The manufacturer's customer support or warranty portal, using the serial number. |
| Why it matters later | Conveyancers and surveyors ask for building regulations approval when a home is sold. | It decides what cover you have when the boiler needs a repair. |
Both can be missing at once, and that is common when an installer has left the trade or the house has changed hands. Chase them in separate conversations rather than one.
How to check your boiler was notified to building control in England
In England, installing or replacing a boiler is work that has to be notified to a building control body, unless the installer is registered with a competent person scheme and self-certifies it. Gas Safe Register is one of the schemes authorised for that purpose. Where the scheme route is used, the installer notifies the local authority and the compliance certificate follows.
Regulation 20 of the Building Regulations 2010 (SI 2010/2214) sets the timing. The person carrying out the work has 30 days from completion to give the local authority a notice or certificate, and to give the occupier a copy of the certificate. That is a duty on the installer and the scheme, not something you arrange yourself.
To check it, look through the handover pack for a certificate that names the scheme, your address and the work carried out. It normally arrives by post or email from the scheme operator rather than on the engineer's own letterhead. If you cannot find it, ask the installer which scheme they notified the job through, then ask that scheme. The guide on how to check if a boiler was registered with building control goes through the enquiry step by step.
No compliance certificate arrived: what can you do about it?
If no building regulations compliance certificate reached you after a boiler installation, the scheme operator the installer belongs to is the place to ask. GOV.UK points there when a certificate does not arrive within 30 days of the work finishing. Have the installation date, the address and the installer's business name ready.
Where the work was never notified at all, it counts as unauthorised building work in England. The route to put that right is regularisation through the local authority, and it is not open for work completed before 11 November 1985. A regularisation certificate is not the same document as building regulations approval, and solicitors treat it differently when a house is sold.
What that process involves is set out in the guide on a boiler not notified to building control and the regularisation route. It matters most when you are selling, because conveyancers and surveyors check whether valid approval exists for the work.
How to check if your boiler warranty has been registered with the manufacturer
Ask the installer first, because many register the warranty at the same time as they notify the installation. Baxi says so directly in its guidance on keeping a warranty valid. Ideal Heating adds that if the installer has already registered the boiler, you do not need to register it again.
To check the status yourself you need the serial number and the installation address. The serial number is printed on the data plate or on the peel off labels supplied with the paperwork. Vaillant asks for the full 28 digit serial number through myVAILLANT Web. Heatrae Sadia asks for the number shown on the data plate rather than the barcode number.
Registration deadlines differ by brand, so read the terms for yours. Vaillant reduces the guarantee to 12 months from the installation date if registration is not made within 30 days, and Ideal Heating applies the same reduction. Worcester Bosch states that the guarantee has to be registered before it becomes active, by the owner or the installer. Reading a label on the outside of the appliance is fine; anything behind the casing is work for a Gas Safe registered engineer.
How to check the engineer who fitted your boiler is Gas Safe registered
HSE sets out how to check an engineer, and the licence number on their ID card is the key to it. The card shows a photograph, the business registration number, the engineer's own licence number, the company name, start and expiry dates and a hologram. The back of the card lists the types of gas work that engineer is qualified to carry out.
HSE gives three ways to check a licence number. You can use the Check an Engineer service, send a text with the word Gas and the seven digit licence number to 85080, or ring 0800 408 5500. Any of them works after the job as well as before it, provided you kept the number or it appears on your paperwork.
In England, Regulation 3 of the Gas Safety (Installation and Use) Regulations 1998 as amended requires that nobody carries out work on a gas fitting unless competent, that businesses belong to a class of persons approved by HSE, and that nobody falsely claims to be a member. Who files which record after a boiler goes in is covered in the guide on Gas Safe boiler registration.
Does a landlord gas safety record show that the boiler is registered?
A landlord gas safety record does not show that a boiler was registered or notified. It records the result of a safety check on the gas appliances, pipework and flues provided for tenants. In England, that duty sits with the landlord under the Gas Safety (Installation and Use) Regulations 1998 as amended.
HSE sets out the timing around the record. The check is carried out every 12 months by a Gas Safe registered engineer, and the record is kept for two years. Existing tenants are given a copy within 28 days of the check, and new tenants receive one before they move in. Where a new appliance or flue has been installed, the first check falls within 12 months of that installation.
Holding a current gas safety record therefore tells you nothing about the building control notification for the boiler, and nothing about the warranty. The landlord duties themselves are explained in the guide on landlord gas safety in England.
If the paperwork search ends with doubts about the appliance itself, a boiler service and repair visit by a Gas Safe registered engineer is the usual way to have it looked at.
